Not able to delete (or add) folder, even after stopping services

Hi there,
I have been having a couple of issues.
1. I cannot delete (or add) folders, even after stopping services. I have tried this several different ways, including stopping services, setting the restart to manual, restarting the computer, then deleting (or adding) the new folders.
2. I am still getting the "timeout while trying to start folder scan. Please try thei soperation again." error message when starting the folder scan.
I have looked through forum for solutions but have not found any.
