I thought I read somewhere in the program literature that playlists and mixes were able to be shared between users? Am I just imagining this, and if not, how do my friend and I go about this, because currently we can't see each others' playlists on our respective devices?

Playlists are synchronized between multiple devices of the same user. If you add a user (friend) to access your library, that users gets its own space for its own playlists, which you will not see. The same as your friend will not see your playlists.
Feature to share playlists between multiple users of the same library will be added in a near future.
