I noticed this started happening after my phone upgraded to Android 7 Nougat

It is a Nexus 6, so about as stock Android as you can get.

I'm in my car listening to music over bluetooth, I turn the car off so bluetooth disconnects and automatically the volume goes down to about 25%?. I turn the car back on, the phone automatically reconnects to bluetooth, the music starts again but with the volume way down, so I have to turn it back up again. Is this by design? I could not find a setting for it and it did not do this with Android 6.

Muzecast currently does not control how volume is memorized for separate devices. I will try to add this option. Currently I think it is a Android 7 is not keeping memorized volume per device.

I dont think it's about memorizing anything.

I tested it the other day. I was listening in my car and I had the volume almost all the way up. A few seconds after I turned the key off in my car and the phone lost connection to Bluetooth, the volume went almost all the way down by itself. This started happening right after the upgrade to Nougat. There was no change in Muzecast itself.

It's a minor inconvenience, I have to turn the volume back up when i start listening again. I thought it may be some kind of speaker protection built in to Nougat? Probably not, I don't know.
